In 2015, the Government of India launched the Beti Bachao Beti Padhao (BBBP) scheme to address campanis about gender inequality and women’s commission in the country. The name Beti Bachao, Beti Padhao translates to ‘Save the girl child, educate the girl child’. The scheme aims to educate citizens against gender bias and improve the effectiveness of welfare services for girls. It was launched with an initial funding of Rs. 100 crore (US$ 13.5 million).
Objectives:
Beti Bachao Beti Padhao Yojana aims to achieve the following objectives:
- Improve child sex ratio
- Ensuring gender equality and empowerment of women
- Prevent sex-biased, sex-selective elimination
- Ensuring survival and protection of the girl child
- Encouraging education and participation of the girl child
The scheme is divided into three components
(1) Advocacy campaigns were launched to address declining CSR and SBR issues;
(2) multi-sectoral interventions were planned and implemented in gender-critical districts across the country; And
(3) A financial incentive-linked scheme—Sukanya Samridhi Scheme—was launched to encourage parents to set up a fund for girl children.
Key beneficiaries under the BBBP initiative:
- Primary segment: young and newly married couples; pregnant and lactating mothers; and parents.
- Secondary Segment: Youth, Adolescents (Girls and Boys), In-Laws, Medical Doctors/Practitioners, Private Hospitals, Nursing Homes and Diagnostic Centers.
- Tertiary Segment: Officials, PRIs, Frontline Workers, Women SHGs/Colleges, Religious Leaders, Voluntary Organizations, Media, Medical Associations, Industry Associations and Common People.
Programs and interventions designed to encourage improvement in CSR and SRB ratios are being implemented in the shortlisted gender-critical districts. The project outlines measurable outcomes and indicators to monitor the progress of these 640 districts The performance goals are as follows:
- Improve SRB in selected gender-critical districts by 2 points per year
- Reduce the gender gap in the under-five mortality metric by 1.5 points per year
- Provision of functional toilets for girls in each school in selected districts
- Increase first trimester prenatal care enrollment by 1% per year
- Improve nutritional status by reducing the number of underweight and anemic girls (under five).
Key Developments:
- The National SRB Index showed an upward trend from 918 (2014-15) to 934 (2019-20), an improvement of 16 points in five years.
- Out of 640 districts under BBBP, 422 districts have shown improvement in SRB from 2014-15 to 2018-19.
- The National Gross Enrollment Ratio (GER) of girls in secondary schools increased by 3.87 points from 77.45 (2014-15) to 81.32 (2018-19) in four years.
- Proportion of schools with separate, functional toilets for girls increased from 92.1% in 2014-15 to 95.1% in 2018-19.
- First quarter ANC registration rate increased from 61% in 2014-15 to 71% in 2019-20.
Institutional delivery rate increased from 87% in 2014-15 to 94% in 2019-20.

Eligibility
There should be one girl child below 10 years of age in the family.
The family should have a Sukanya Samriddhi Account or SSA opened in an Indian bank in the name of the girl child The girl child should be a resident Indian .
NRI citizens are not eligible for BBBP scheme.
Application Process
Step 1: Visit the bank or post office wherever the scheme is available
Step 2: Obtain and Fill the application form for BBBP/SSA
Step 3: The form is to be filled manually and attached with all the required documents
Step 4: Submit the documents to the same bank/post office. The account must be opened in the name of the girl child

In the first five years of implementation, the BBBP scheme has succeeded in improving the key performance metrics outlined in its target objectives. To further enhance the success of the program, the government plans to conduct a detailed district-level survey to assess progress and identify barriers to implementation. The survey will be conducted by an independent agency in collaboration with NITI Aayog. The primary objective of this study is to find ways to implement the scheme in under-performing states.
8. What is SUKANYA SAMRIDDHI YOJANA SCHEME (SSY)?
SSY is a small deposit-saving scheme aimed at parents of girl children. The scheme offers income tax rebate benefits to parents and an attractive interest rate of 7.6% on deposits. It offers parents the option of opening a savings account per daughter (below 10 years) and allows parents to deposit in the account for 15 years. Girls can start managing accounts at the age of 10 and have the option to withdraw money at the age of 18. The scheme aims to challenge the burden mentality of parents and provide financial security to girl children.
